Duties
This Supervisory Information Technology Specialist (ENTARCH) position is located Enterprise Support, Information Technology, Enterprise Architecture Division, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Accountable for leading and providing TSA with mission-focused expert architectural direction and actionable architectural governance and expertise in the definition, design and implementation of the TSA performance, business and risk architectures in order to meet mission needs, increase performance, and maximize the cost savings while attaining TSA's strategic goals and performance goals.
Provides expert architectural and strategic advice to the TSA Chief Architect/Enterprise Architecture (EA) Division Director and senior level IT management on multiple and highly complex matters pertaining to the application of EA principles, concepts, methodologies, and practices with considerable discretion to develop new and innovative approaches.
Directs, leads and/or collaborates in cross-organizational analyses to identify duplicative investments, gaps, or opportunities for synergy within TSA, Department of Homeland Security (DHS) and across Federal agencies.
Exercises a full range of supervisory and personnel management authorities and responsibilities in directing work of subordinate staff. Sets branch goals and obtains/allocates resources. Assigns work to subordinates based on priorities.
Supervisory/Managerial duties includes serving as a first line supervisor for the organization. This includes but is not limited to: assigning work, setting priorities, and reviewing and evaluating work and performance of subordinates; approving leave; coaching and developing employees; recommending corrective or disciplinary actions; assisting in budget planning and projecting short-term needs; managing projects within assigned resources; resolving routine problems that typically impact the objectives of the organizational unit; and when required, coordinating with customers outside the immediate organization.
Note: The duties are at the full SV-K performance level.
Qualifications
To qualify at the SV-K (GS-15) grade level: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the SV-J (GS-14) in the Federal service. Specialized experience MUST include all the following:
Experience and expert technical knowledge in at least three of the following architectural domains and comprehensive knowledge in the remaining areas: (e.g. applications, systems, information/data, cybersecurity, and network and infrastructure); AND
Experience with or in a Federal Enterprise Architecture environment demonstrating the value of EA at the enterprise, segment, and solution level in aligning capabilities, information/data, and technology to meet mission needs; AND
Experience in evolving and innovating EA services and products to provide consumable, understandable, and actionable architecture and guidance.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
