Duties
The Supervisory Information Technology (IT) Specialist reports directly to the Chief Technology Officer/Chief Data Officer (CTO/CDO) and serves as the Director, Enterprise Architecture Division (EAD), the Transportation Security Administration (TSA) Chief Enterprise Architect (CEA) within IT, Technology and Data Directorate, Transportation Security Administration (TSA). The Director, EAD is responsible for ensuring the integrated and coordinated architecture of IT capability and solutions by all TSA programs, projects, and contracts through the creation of enterprise-wide information/data, network, systems, applications, security, business, performance, services, and technical architectures in both classified and unclassified environments.
Duties include:
Serving as the liaison to Department of Homeland Security (DHS) and other Federal Agencies to ensure that the TSA Enterprise Architecture is aligned with the DHS and Federal Enterprise Architecture. Developing strategic executive level partnerships and coalitions across TSA, DHS and other Federal Agencies to ensure crosscutting architectural areas integrate and work harmoniously to achieve TSA mission and business success. Maintaining a detailed knowledge of all TSA IT programs and representing TSA for all efforts being reviewed through the DHS EA governance process by the DHS Enterprise Architecture Center of Excellence (EACOE), the DHS Enterprise Architecture Board (EAB), and the DHS Acquisitions Review Board (ARB).
Serving as the highest-level Enterprise Architecture representative for the Agency and a trusted advisor to the Executive Director of IT Operations. Actively involved in strategic, tactical and resource planning as a primary contributor to TSA/IT, TSA and DHS for planning, budgets and Federal Information Technology Acquisition Reform Act (FITARA) compliance. Supporting the TSA vision of being a highly effective and efficient organization through definition, promotion and alignment of TSA enterprise-wide IT solution architectures, segment architectures, and strategic architectures that reduce complexity and maximize mission, business, and IT investments.
Supporting the TSA CTO/CDO to define TSA strategic priorities in the area of data collection, modeling, storage, governance, sharing, analysis, and identifying new opportunities for growth and improvement to optimize strategic decision making through data analyses. Serving as steward for data quality at TSA and coordinates with other unit supervisors and peers to design agency objectives, goals, priorities and developing and providing data oriented initiatives to improve the quality and efficiency of TSA mission and business operations.
Contributing as a key member of the Executive Steering Committee for all Cloud related activities within TSA. Meeting with DHS and other representatives to coordinate IT infrastructure development and execution activities. Representing TSA on the DHS Integrated Change Control project. Collaborating with other Federal agencies to coordinate IT initiatives.
Supervisory/managerial responsibilities include strategic planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance of organizational units, managers, and employees; coaching and developing staff and assessing and developing organizational capabilities; approving leave; and taking or approving corrective/disciplinary actions.
Qualifications
To qualify for the SV-L Pay Band, you must have one year of specialized experience at the SV-K Pay Band or GS-15 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such experience is defined as:
Applying expert knowledge of information technology (IT) enterprise architecture concepts, practices, and procedures to resolve highly complex issues impacting key TSA programs and operations; AND
Providing oversight to teams to resolve complex enterprise architecture issues, identifying technology needs to assess risks and vulnerabilities in network security systems.
Note: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
