This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Human Capital, Talent Acquisition and Benefits Group (TABG), Division of Pay and Benefits (DPB) .
As a Human Resources Specialist (Benefits), GS-0201-9/11, you will be responsible for administering CMS' employee benefits programs, including retirement, health insurance, long-term care insurance, Thrift Savings Plan, etc.
Duties
Provide managers and employees with information and interpretations of the agency's employee benefits administration, and other work life programs, procedures, practices, policies, and guidelines.
Counsels employees who have qualified for retirement benefits under two or more programs, such as military retirement and Social Security and federal civilian programs.
Provides information necessary to help employees of the organization make irrevocable decisions and to garner the maximum gains from the available benefits.
Provides managers and employees with information and interpretations of the agency's employee benefits administration, and other work life programs, procedures, practices, policies, and guidelines.

In order to qualify for the GS-09, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-07 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Researching Federal benefits programs to assists with processing actions; (2) Assist with analyzing guidance on Federal benefits or retirement programs to provide a recommendation; (3) Identifying or Correcting a variety of discrepancies or issues related to Federal benefits, compensation, or retirement programs; (4) Assisting senior team members with research, preparing presentation or briefings to medium and larger size audiences; AND (5) Scheduling, organizing and preparing for meetings in advance.

Substitution of Education for Experience: You may substitute education for specialized experience at the GS-09 level by possessing a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related to the position being filled.
- OR -
Combination of Experience and Education: Only graduate education in excess of the amount required for the GS-07 grade level may be used to qualify applicants for positions at the grade GS-09. Therefore, only education in excess of 1 full year of graduate level education may be used to combine education and experience.

In order to qualify for the GS-11, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-09 grade level in the Federal government, obtained in either the private or public sector), to include: (1) Researching Federal benefits programs to assists with processing actions; (2) Assist with analyzing guidance on Federal benefits or retirement programs to provide recommendations; (3) Identifying or Correcting a variety of discrepancies or issues related to Federal benefits, compensation, or retirement programs; (4) Communicating with internal and external customers regarding benefits, Human Resources personnel actions to include all Federal benefits programs; (5) Scheduling, organizing and preparing for meetings in advance; AND (6) Preparing briefings, presentations, and delivering to medium and larger size audiences.

Substitution of Education for Experience: You may substitute education for specialized experience at the GS-11 level by possessing a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or equivalent doctoral degree or LL.M., if related to the position being filled.

Combination of Experience and Education: Only graduate education in excess of the amount required for the GS-09 grade level may be used to qualify applicants for positions at the grade GS-11. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
