Employee will serve in the Veterans Experience Office as a Program Analyst - Human Centered Design, assigned to The Multi-Channel Technology (MCT) directorate, facilitating human centered design methodologies to uncover meaningful insights that drive exceptional design and innovation in the Federal Government. The employee will lead human centered design projects across stakeholder organizations from discovery and design to technical development and implementation.

SELECTIVE PLACEMENT FACTOR (SCREEN-OUT) - A Selective Placement Factor (SPF) has been identified for this position. Selective Placement Factors (SPF) are a prerequisite to appointment and represent minimum requirements for the position. Applicants who do not meet the SPF are ineligible for further consideration. The SPF for this position is: Experience leading Human Centered Design projects from ethnography to implementation for contact centers resulting in an enhanced customer experience. Specialized Experience: I have one full year of Specialized Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS 13) in the normal line of progression for the occupation in the organization. Specialized experience includes, but is not limited to: conducting qualitative research, gathering and analyzing research data, creating prototypes, process mapping, and developing alternatives and recommendations for process improvements in contact centers. You will be rated on the following Competencies as part of the assessment questionnaire for this position: Business Process ReengineeringOrganizational DevelopmentProject Management IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: Work is primarily sedentary, although some slight physical effort may be required.
