This position is located in the Department of Homeland Security (DHS), Office for Civil Rights and Civil Liberties.
The primary purpose of this position is to supervise and manage policy advisors conducting the Compliance Branch's investigative or other work, in addition to overseeing a specific portfolio of the Compliance Branch's work.
Non-BU: This is a non-bargaining unit position.
Duties
As a Supervisory Program Analyst, GS-0343-15, your typical work assignments may include:
Exercising broad and comprehensive knowledge of policy and complaint procedures to investigate allegations of harassment.
Applying the principles and concepts of related human resource management areas to review allegations of harassment which involve a large body of disputed interrelated facts that must be reconstructed from circumstantial evidence.
Conducting fact finding to reach resolutions of complex charges of harassment involving multiple issues, multiple charging parties, and major respondent organizations, requiring exhaustive analysis of broad policies and practices.
Communicating analyses, evaluations, and findings of allegations of harassment (orally and in writing) to a variety of audiences.

Requirements

Qualifications
Specialized Experience:
You qualify for the GS-15 grade level if you possess at least one (1) year of specialized experience equivalent to the next lower grade level (GS-14) in Federal service or equivalent private sector experience performing duties such as:
Serving as an expert in non-EEO civil rights and civil liberties matters that involve two or more of the following issue areas: United States border security; profiling by law enforcement; conditions of detention; immigration; security screening and vetting practices. unaccompanied children (UCs); the Violence Against Women Act (VAWA); or the Prison Rape Elimination Act (PREA).
Conducting investigations or inquiries into complex individual or group non-EEO civil rights and civil liberties complaints in order to assist in reaching a resolution.
Writing and editing memoranda or documents summarizing complaint investigations or inquiries and applying relevant non-EEO civil rights laws and regulations.
Providing oral or written briefings to high level officials on the findings of investigations or inquiries.
Supervising or directing the work of other subject matter experts, policy advisors, analysts, and/or team members.
Substitution of education in lieu of specialized experience may not be used for this grade level.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
