This position is located in the Department of Homeland Security, United States Coast Guard, Deputy Commandant for Operations, Office of Planning, Integration & Workforce Support (CG-DCO-5).

Duties

This incumbent will provide the processes, guidance, and assistance to USCG Program Managers in the development of requirements and application of strategic mission planning best practices to ensure USCG mission performance is managed effectively and efficiently, reliably reported, and in compliance with the government laws and regulations.

Qualifications

To qualify for GS-15, candidates must also have at least one year of specialized experience equivalent to the next lower grade level GS-14. Specialized experience is demonstrated experience, which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of this position. Experience must be in the normal line of progression or must be related to the work of the position advertised and must be reflected in resume. Specialized experience must include: Providing strategic workforce planning for an organization. Providing operational planning related to allocation, writing annual program plans, identifying gaps; AND Develop long-range budgetary plans for a project or program; AND Advising stakeholders on the planning, developing, and/or executing of projects; AND National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
