Duties
The primary purpose of this position is: To provide advice and administrative direction to personnel responsible for planning, scenario development and execution of operational level of warfare command and control exercises led by the 505th Combat Training Squadron (505 CTS) for the purpose of training the Joint Force Air Component Commander (JF ACC) and Commander Air Force Forces (COMAFFOR) staffs in the operational art of employing air, space and cyber power to dominate across the spectrum of conflict.
Analyses major Air Force Model & Simulation (M&S) programs to support planning, programming, and exercise processes to facilitate the implementation of M&S structure for exercise executions.
Provide M&S expertise and guidance to develop, implement, and evaluate Air Force actions to improve integration and interoperability.
Documents planning and programming recommendations in appropriate formats to meet Air Force M&S exercise requirements using AFMSTT models.
Prepares and presents high level briefings.

- Position is designated Special-Sensitive, incumbent required to maintain a top-secret security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
- The employee may be required to work other than normal duty hours, which may include evening, weekend, holidays and/or overtime and in some cases with no-notice due to urgency of time sensitive matters.
- Incumbent must possess and maintain a valid state driver's license.
- This is a designated testing position under the Air Force Civilian Drug Testing Program, incumbent will be subject to random testing for drug use.
Qualifications
Conditions of Employment Continued:
Travel by regularly scheduled commercial or military conveyance in accordance with Joint Travel regulations may be required in performance of temporary duty. Incumbent will occasionally be required temporary duty throughout the world including remote locations with limited facilities. These temporary duty assignments could range from short durations to 30 days, and longer, but are typically less than 30 days. While every effort will be made to schedule these assignments well in advance of the travel, travel may be required with extremely limited notice. It is imperative that the incumbent have an unlimited ability to perform such travel.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Management and Program Analysis (0343).
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-11 (or higher) grade level or equivalent in other pay systems (may have been obtained in the military, public or private sectors). My experience includes knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations toward development and/or improvement of critical command plans and programs, to include knowledge of programs and processes related to M&S activities. Knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of critical M&S plans and programs; Knowledge of Air Force M&S program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Knowledge of the relationship of the various Air Force entities involved in overall planning and execution of operations and evaluations related to M&S processes and systems; Ability to plan, organize, develop studies or projects and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial Air Force resources, require extensive changes in established concepts and procedures, or mar be in conflict with previous programming actions.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the mission, roles, functions, organizational structures, and operation of joint, Air Force organizations to provide staff guidance and/or conduct studies to determine and enhance M&S during exercises/tests.
Knowledge of qualitative and quantitative techniques to apply DoD, Joint, and Department of the Air Force M&S principles, concepts, and methodologies.
Knowledge of DoD C4ISR principles, techniques, and relationships.
Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.
Ability to communicate both orally and in writing and to establish and maintain effective and positive working relationships.
Knowledge of and ability to run specific designated AFMSTI models as required; Knowledge of security practices for ensuring the safeguarding of classified information.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
