You will serve as a COLUMBIA CLASS INFRASTRUCTURE MANAGER for STRATEGIC DETERRENCE or for REFIT/TRAINING FACILITIES in the Submarine Program Manager Branch, Naval Architecture and Engineering Division of CARDEROCK DIV NS. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14. The salary range is capped at the GS-13 Step 10 $153,354.

Duties

You will serve as a management advisor to address a wide variety of interrelated infrastructure development that can include financial, contractual, programmatic or other COLUMBIA Class focus areas. You will develop guidance, policies and procedures for organization and program improvement as related to cost, schedule and performance metrics. You will prepare and implement long-range planning objectives covering administrative aspects of the organization and other assigned areas. You will establish and maintain working relationships with internal and external stakeholders to coordinate projects. You will prepare coordinated reports, presentations, and briefings in support of program actions, briefs to senior leadership, and making recommendations. You will serve as an Infrastructure Manager for the COLUMBIA Class Submarine Program.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-4 pay band (GS-11/12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing program management and analysis of technical programs to develop or implement administrative operational processes and guidance for ship/submarine and ship systems.
