This position is located in the Management Directorate (MD) in the Defense Technology Security Administration (DTSA), a field activity under the Office of the Secretary of Defense for Policy (OSD(P)) that reports directly to the Under Secretary of Defense for Policy (USD(P)). DTSA is responsible for technology and information security programs at the United States Government (USG) and Department of Defense (DoD).
Duties
Incumbent typical work assignments may include the following:
Serve as the DTSA Information Technology Program Manager and Chief Data Office.
Manages the development, operations, and maintenance of DTSA's mission application systems.
Manage IT application modernization, commercial cloud, projects and evaluation and monitoring.
Develop, coordinate, communicate, and implement IT solutions as well as integrates DoD data strategies and requirements across all DTSA mission applications.
Develops and maintains DTSA IT budget and supporting documents in SNAP-IT and other DoD financial databases.
Performs Contracting Officer Representative (COR) functions for the DTSA IT support contract by overseeing development activities of contractors and establishing and enforcing DoD policy and standards and security principles to ensure quality and integrity of delivered products according to scope, cost and schedule.

- This position requires incumbent to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and annually thereafter.
Qualifications
Time in Grade:
For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or higher grade in the Federal Service.
Basic Requirement:
Attention to Detail- experience reviewing my own information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards.
Customer Service- developing and maintaining relationships with customers, anticipating and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs.
Oral Communication- briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience.
Problem Solving- identifying alternatives to address unique, highly complex, or sensitive information technology-related issues. I have anticipated information technology-related problems and have identified and evaluated potential sources of information to generate alternative solutions.
Specialized Experience:
For the GS-14, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-13 grade level in the Federal service, or comparable in difficulty and responsibility to GS-13 if outside the Federal service.
Specialized experience is defined as experience planning, operating and maintaining IT application modernization, commercial cloud, project management and prioritization, evaluation and monitoring, cost schedule management, risk management, quality management, resource allocation, and performance reporting.
In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Applicants must describe how their experience meets the competencies within the body of the resume. No separate statements addressing competencies are required.

Education
There is no substitution of education for the qualifying experience at the GS-14 grade level.
