Duties
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.
This position is part of the Missile Defense Agency, Missile Defense Agency. The incumbent will be responsible for advising the Missile Defense Agency (MDA) leadership on all matters related to program cost, schedule and performance across the Missile Defense System (MDS).
As a Program Analyst at the NH-0343-4 some of your typical work assignments may include:
Advise the Missile Defense Agency (MDA) leadership on all matters related to program cost, schedule and performance across the Ballistic Missile Defense (BMD).
Ensure the BMD program/project requirements are properly identified, budgeted, and acquired in accordance with Agency and DoD acquisition regulations and policies.
Assess, manage, and eliminate risk related to program cost, schedule and performance.
Work with leadership to identify and conduct special studies and analyses to determine the future course of the MSA programs to improve efficiency by identifying and proposing new organizational structures, realignment of functions and staffing levels, improve operating concepts and criteria and stimulate the development of improved policies, methodologies, and techniques across the BMD.
Develop financial and acquisition directives and objectives to meet the MDA's objectives, goals, and vision.

Qualifications
You may qualify at the NH-04 broadband level, if you fulfill the following qualifications:
One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below:
Experience applying systems acquisition processes, policies, procedures, and practices necessary to develop and assess technical and economic feasibility, including cost, schedule and performance. OR
Experience communicating (oral and written), ability to research plan, coordinate and brief actions in support of leaderships goal, objectives and vision. OR
Experience working with and across executive staffs, joint staffs, commands, agencies and the services. OR
Experience with DoD Acquisition 5000 regulations, policies, regulations, and precedents, Planning, Programming, Budgeting and Execution System(PPBES) and Program Objective Memorandum(POM) regulations, guidelines and processes.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
