The primary purpose of this position is to serve as an Executive Support Specialist for the Director of Operations, Strategic Deterrence and Nuclear Integration. Conducts comprehensive analyses of a wide diversity of organization functions and processes. Provides expert management consultation to improve mission effectiveness, resource efficiency, and resource savings.
Duties
Serves as focal point for coordinating planning efforts, conducting studies, and developing comprehensive analysis to provide fact-based options for executive decision making. Leads command-level projects, and supports programs as assigned.
Serves as an executive advisor on programs and initiatives within the Directorate.
Performs a variety of staff studies relating to the management of the Directorate.
Performs work for the Director of Operations, Strategic Deterrence and Nuclear Integration (HQ AFRC A3/10) to manage resource and program management.
Responsible for the self-assessment/inspection program for the directorate.

- This is a Financial Management Level l Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with requirements of certification program.
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime and may require occasional 12-hour shifts.
- Performs other related duties as required. 6. This position meets the administrative exemption criteria for the Fair Labor Standards Act (5 CFR 551.206).
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of various office automation software programs budgetary methods, practices, procedures, regulations, policies, and processes in conjunction with automated data processing software programs., tool, and techniques. Analyzes operations and financial status of assigned area to project any funding shortfalls or excesses. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

EDUCATION: Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
OR
COMBINATION OF EXPERIENCE AND EDUCATION: The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of principles, practices, and quantitative and qualitative evaluation techniques used in program analysis to identify, evaluate, resolve, and present issues or problems to isolate discrepancies or identify trends that impact organizational mission objectives both operationally and strategically. In addition, plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of program operations to include adapting or developing new or modified methods.
Knowledge of the missions, roles, functions, organizational structures, relationships, and operational planning objectives of Air Force and DoD organizations.
Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes in conjunction with automated data processing software programs. Formulate, justify, and execute assigned budget in support of the mission, structure, goals, work processes, and programs of assigned activities/organizations.
Skill in gathering, evaluating, and interpreting data sufficient to arrive at valid, supportable conclusions and to offer meaningful recommendations.
Skill in gathering, assembling, and analyzing authoritative data sources, such as accounting reports, payroll records, work reports, or inventory and supply data used to plan and independently manage short and long-term projects to completion.
Ability to communicate (e.g., oral presentations) effectively with tact and diplomacy and prepare written forms, schedules, and reports to advocate command positions and build successful cross-functional teams; to logically and effectively explain programs, functions, and activities and gain understanding of the organization's efforts.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
