Qualifications

To qualify for the GS-13 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-12 level defined as providing technical advice related to database development, analysis, enhancement and reporting; coordinating with others to plan for project deliverables and to set goals and objectives; and managing contracts in accordance with an organization’s established guidelines.
To qualify for the GS-14 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-13 level defined as directing database development, analysis, enhancement and reporting; coordinating with others to plan for project deliverables and to set goals and objectives; presenting recommendations to management; and overseeing contracts in accordance with an organization’s established guidelines.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
Ability to plan, develop and carry out broad and wide-ranging data management assignments.
Knowledge and proficiency in Oracle-based database systems.
Skill in providing counsel to and interacting with organizational and management officials within and outside of the Agency.
Skill in applying analytical and evaluative methods to assess data, programs and policies and to develop plans, goals and objectives.
Skill in written and oral communication.
Knowledge of contract laws and regulations.
Knowledge of management principles and organizational techniques to coordinate effectively with teams.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
