This position is located in the Washington, DC Commuting Area in the Bureau for Global Health (GH), Office of the Assistant Administrator, at the U.S. Agency for International Development (USAID).
Duties
The Senior Compliance Advisor provides technical leadership and coordination in Global Health (GH) and to the Agency on health legislative and policy compliance requirements, specifically but not limited to statutory abortion restrictions.
Serves as a liaison for Global health policy and legislative issues with other Federal departments and agencies, Congress, advocacy groups, international organizations, and other global health stakeholders.
Collaborate with various offices in GH, including the Office of Population and Reproductive Health, the Office of HIV/AIDS, and the Office of the General Counsel, and the Bureau for Legislative on issues related to policy/legislative compliance.
Coordinates Bureau-wide responses to new and ongoing legislative and political issues and policy-related inquiries from Congress, other parts of government, external organizations, and other key stakeholders.
Requirements

- Must be able to obtain and maintain a Secret clearance.
- Males born after 12/31/1959, must be registered with the Selective Service.

Qualifications
Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that your resume experience demonstrate that you possess the following competencies:
Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
Knowledge of a specialized public health program.
Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.
Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.
Specialized Experience:
GS-14: In addition to the Selective Placement Factor, you MUST have one year of specialized experience is required that is equivalent in difficulty and responsibility to the GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include; a) Providing legislative, compliance, and/or policy guidance based upon an ability to analyze legislation and policy related to global health efforts; b) Serving as a technical expert on the most challenging policy issues, related to health programming, including abortion-related policy restrictions, in low- or lower middle income countries.

Selective Placement Factor: Do you have demonstrated policy and legislative experience related to family planning, sexual and reproductive health, HIV, and/or maternal and child health in low or lower-middle income countries?

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.
CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position.
