You will serve as an ENGINEERING TECHNICIAN (NUCLEAR) in the PROJECT SUPPORT BRANCH 23012 of NORFOLK NAVAL SHIPYARD.

Duties

You will serve as a Nuclear Engineer Technician with project management responsibility for the Nuclear Engineering Department. You will have technical management responsibility for assigned project work in connection with refueling, alteration, repair, maintenance and testing of nuclear reactor plants for assigned submarine or surface ship undertaken by the shipyard. You will coordinate Nuclear Engineering and Planning Department work package development which requires integration of many different work phases in the overhaul, testing, maintenance, modification, and refueling of nuclear reactor plants. You will resolve conflicts concerning the work package development and overlapping functions. You will provide advice and recommendations for design changes and ensure strict adherence to schedules. You will provide management guidance and coordinates work projects between the individual divisions of the Nuclear Engineering and Planning Department and between other shipyard departments and divisions. You will perform liaison functions within and outside the shipyard, contacting shipyard personnel at all levels of responsibility, with authority to resolve differences and effect good working relationships with other managers. You will provide project coordination of engineering and planning functions to include a complete and thorough engineering review of all approved work entering the department on an individually assigned project. You will identify strategies, determine project management requirements, and participate in weekly planning meetings. You will develop and provide technical direction for the preparation and review of the project schedules based on analysis of nuclear engineering and other work to be performed.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-12 Your resume must demonstrate at least one year of Specialized Experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience utilizing the processes for Aircraft Carrier or Submarine nuclear maintenance such as how Job summaries are created, reviewed, and approved, Task Group Instructions (TGIs) are developed, and how deficiencies are corrected. Experience preparing technical work documents associated with the planned work package such as Job Summaries, Task Group Instructions, Minor Maintenance Records, and Nuclear Standing Instructions. Experience with at least 5 of the following electronic programs AIM, MRQT, AMHCD, EP, EBS, SUPDESK, ADLINC, BOXI, JCR, and Microsoft Office products. Experience preparing technical work documents associated with the planned work package such as Job Summaries, Task Group Instructions, Minor Maintenance Records, and Nuclear Standing Instructions. Experience developing networks and building alliances; collaborating across boundaries to build strategic relationships and achieve common goals. Experience applying knowledge of the Nuclear Engineering and Planning Department, shipyard organizational structure and procedures, particularly those related to project planning. Experience maintaining effective communication both written and orally to convey direction or work, status to customers, and ability to notify supervision of issues. Experience conveying written information in a clear, concise, organized, and convincing manner for the intended audience, using correct English grammar, punctuation, and spelling. Experience expressing thoughts persuasively and using effective modes to reinforce message retention.
