You will serve as a SUPERVISORY ENGINEERING TECHNICIAN (NUCLEAR) / Head of a Chief Test Engineer Branch (2344) in the Nuclear Test Engineering Division of the Nuclear Engineering and Planning Department of NORFOLK NAVAL SHIPYARD.

Duties

You will manage, plan, and execute the overall reactor plant test program for a specific nuclear ship. You will train the engineers and technicians under your supervision to enable them to pass written and oral exams given by the Naval Sea Systems Command and the shipyard. You will personally audit in-ship testing in progress and take action to assure that testing is performed only in accordance with approved procedures. You will specify the test requirements necessary to satisfactorily retest all work for which the Nuclear Engineering and Planning Department is responsible. You will review reactor plant test data and provide certification that data meets all specified requirements.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying advanced theoretical and practical expert knowledge of overall new developments in the field of Naval nuclear propulsion plants. Experience applying detailed knowledge of reactor plant operations, water chemistry control, radiological control, and radiological work practices, and shipyard administrative procedures to be followed during the course of an overhaul or refueling. Experience developing innovative approaches and resolutions to problems and situations encountered. Experience as a qualified Shift Test Engineer in accordance with NAVSEA 0989-028-5000, Manual for the Control of Testing and Plant Conditions. Experience utilizing knowledge of related scientific principles, particularly those of higher mathematics and physical and engineering sciences. Experience utilizing knowledge of the fundamental engineering concepts and terminology, the units of measurement and their interrelationship to all branches of engineering.
