This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Announcement will be used to fill a Program Analyst (Medical Acquisition), NH-0343-03, position at the CBRND Medical. The NH-03 pay band encompasses grades 12 and 13 under the General Schedule (GS) system.
Duties
Serves as advisor for the proper integration of the DoDI 5000.02, with the Food and Drug Administration (FDA) processes.
Conducts systematic examination of the current status of all assigned programs in the context of the approved acquisition strategy, baseline, associated contractual requirements and risk management principles.
Leads the Acquisition team in the input and management of the monthly programmatic data into the Assistant Secretary of the Army (Acquisition, Logistics and Technology) (ASA (ALT)) directed Program Management Reporting Tool (PMRT).
Liaises and coordinates with other subject matter experts (SME) from external organizations.
Serves as the expert advisor to the Chemical Biological Radiological Nuclear Medical project management office in DoD acquisition program management for a variety of development programs of national and international interest.
Requirements

- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at Practitioner in the Acquisition Career Field Program Management within 60 months of entrance on duty.
- The duties of this position require submission of, on an annual basis, OGE 450, Confidential Financial Disclosure Report.
- Business travel required up to 10% of the time.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

Specialized Experience: One year of specialized experience is defined as: 1) Analyze acquisition programs to evaluate effectiveness of performing cost, schedule and performance responsibilities; 2) Analyze assigned programs to ensure compliance with acquisition regulations and policies; and 3) Make recommendations to resolve issues with acquisition programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02)/GS-11.
