Duties
The primary purpose of this position is: To serve as Lead Readiness Decision Impact Model (RDIM) Program Analyst for the Headquarters, U.S. Special Operations Command (USSOCOM), Directorate for Operations (J3) supporting Global Force Management (GFM) Processes and Readiness objectives with the authority and responsibility to plan, organize, and manage all technical, operational, and administrative functions to better enable leaders' and the RDIM decision making.
Lead Program Analyst for the RDIM, business operations and data transformation strategies, policies, requirements, and resources supporting the development of readiness baselines and baseline automation.
Team Lead responsible for communicating and integrating RDIM analysis into the USSOCOM strategic plan, mission, vision and values to the team strategies, goals, objectives, work plans and work products and services.
Implements USSOCOM and DoD decisions, guidance, laws, regulations, and policy in the development of the project and intermediate products supporting readiness operations.
Directs daily operational readiness objectives providing guidance for policy, program and project development in information systems providing technical guidance concerning overall direction of knowledge management programs.
Incumbent is responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmatic viewpoint to ensure overall information protection requirements meet mission requirements.

This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Management and Program Analysis (0343).
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-12 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). My Experience includes Mastery level knowledge of advanced concepts, principles, and practices within the broad field of program and data management; Knowledge sufficient to serve as an expert in readiness requirements planning, resource management programming, policy development and implementation of a comprehensive projection programming capability; Expert knowledge of USSOCOM policies, special operations doctrine, and the organizational structure of USSOCOM Headquarters, USSOCOM's Service Components, the Joint Special Operations Command, and the Theater Special Operations Commands.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of and skill in applying advanced, statistical principles, concepts, methods, and techniques to develop, adapt, modify, and apply models to resolve problems or define and clarify alternative solutions.
Expert knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to the department of defense authoritative personnel and readiness database systems involved with SOF roles, missions, and functions and how they synchronize within the whole of government.
Knowledge of USSOCOM security regulations, practices, and procedures, command goals, functions, mission objectives, program resources; the roles and responsibilities to support the CDRUSSOCOM's role as the DoD Coordinating Authority.
Skill in making oral presentations and conducting meetings in order to effectively communicate within various levels of the Command, JS, OSD, and other government agencies. Skill in written and oral communications commensurate with the requirement to coordinate with general officers and senior civilians with whom frequent contact is required, including maintain successful professional relationships.
Ability to interpret high-level guidance, organize ideas, and work with others to translate into appropriate DOTmLPF-P strategies and programming. Ability to research frequently conflicting guidance from multiple sources, transforming it into clear, concise, and easily understood guidance; gather data, assemble and analyze facts, conduct analysis, and draw solutions or create alternative solutions to complex problems.
Ability to communicate effectively, both orally and in writing to negotiate issues at the highest level of DoD and maintain good working relationships with senior leadership.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
