This position is in the Division of Administration, Office of Human Resources (OHR), Workforce Relations Section. This section provides agency-wide workforce relations services. This specialist has the responsibility for administering workforce relations programs and other special emphasis Human Resources Management programs and services.

As a Program Analyst GS-0343-12/13, your typical work assignments may include:
Manages and coordinates agency-wide efforts to ensure that Workforce Relations initiatives are focused and aligned on improving operational and program efficiencies and effectiveness to support ongoing strategic imperatives;
Independently researches and coordinates with other HR functions and/or higher agency levels to analyze and solve particularly complex and sensitive problems and/or issues; and
Participates in the development and/or update of HR office policy and procedural guidance to include conducting research in various technical areas.

MINIMUM QUALIFICATIONS
GS-12
Applicant must have one year of specialized experience equivalent to the GS-11 grade level that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the GS-12, Program Analyst, and that is typically related to the work of the position to be filled.
Specialized experience includes:
assisting with agency-wide efforts to ensure that workforce relations initiatives are focused and aligned on improving operational and program efficiencies and effectiveness to support ongoing strategic imperatives;
performing broad studies and analyses on project problems having an impact on DOA mission accomplishment; and
researching and interpreting personnel laws and regulations to advise managers on Workforce Relations programs.
GS-13
Applicant must have one year of specialized experience equivalent to the GS-12 grade level that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the GS-13, Program Analyst, and that is typically related to the work of the position to be filled.
Specialized experience includes:
managing and coordinating agency-wide efforts to ensure that workforce relations initiatives are focused and aligned on improving operational and program efficiencies and effectiveness to support ongoing strategic imperatives;
collaborating on the design of the information technology infrastructure required to support an agency wide workforce relations program; and
providing expert advisory, consultative, and technical services to educate managers on Workforce Relations programs.

TIME-IN-GRADE REQUIREMENTS
GS-12
Applicants must meet time-in-grade requirements to be considered eligible. One year of experience at the GS-11 grade level or equivalent grade level of federal service is required to qualify for the GS-12 grade level.
GS-13
Applicants must meet time-in-grade requirements to be considered eligible. One year of experience at the GS-12 grade level or equivalent grade level of federal service is required to qualify for the GS-13 grade level.
