About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the US Army Cyber Center of Excellence at Fort Eisenhower, Georgia.
Duties
Participates actively in formulation of Cyber Center budget estimates and reporting.
Responsible for final documentation of assigned program segments for inclusion in the overall budget presentation to TRADOC.
Recommend major/minor reprogramming actions required to accommodate overall changed missions and/or funding changes.
Responsible for satisfactory execution of program as presented to higher headquarters for all assigned activities.
Monthly analysis of deviation from programming as pertains to funds, manpower (civilian and military) and workload.
Prepare all portions of Installation Program Budget/Financial Management reports as pertains to serviced activities.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- Must be able to obtain and maintain a Secret security clearance.
- Temporary duty (TDY) business travel may be required approximately 10 percent of the time.
- This position is a TEMPORARY position; not to exceed 1 YEAR; cannot be made permanent.

Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by preparing preliminary budget estimates and reviewing budget justifications for support activities.

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business, management, accounting, auditing, finance, data analytics/science, business analytics, management science, mathematics, operations research, economics, and statistics.

Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR(3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.

Specialized Experience: To qualify based on your experience, your resume must describe one-year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by (1) tracking funds received and issued; (2) compiling financial information for budget reports; and (3) researching obligation/disbursement discrepancies in budget report.

Education: A master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL. B in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.
GG 11
Specialized Experience for GS-11: One year of specialized experience which includes: (1) Formulating budget estimates and reporting (2) Coordinating and answering requests for data pertaining to budget reports and presentations (3) Recommending required change to accommodate deviation relating to funds, manpower, and workload. (4) Preparing and presenting multiple budget and financial management reports of serviced activities.
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
