About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.
Duties
Provides budget and financial advice to the Brigade Commander, Deputy Commander, Resource Management Officer (RMO), staff sections, and subordinate units.
Manages the analysis, formulation, justification, presentation, execution, and review of current and prior year budgets.
Consolidates and interprets financial data for program review and reporting to higher headquarters.
Handles all resource management matters, including budget formulation, presentation, justification, and execution.
Provides guidance on military accounting procedures, prepares fiscal requirement tables, and resolves complex financial issues.
Interprets higher echelon directives, formulates execution plans, and ensures compliance through follow-up actions.
Develops and implements internal procedures, organizational structures, and policies for efficient management.
Provides management analysis services and maintains statistical reporting systems.
Supervises a team of budget analysts, plans and prioritizes work, reviews assignments, and provides guidance and instruction on work and administrative matters.
Assumes the duties of the Brigade RMO in their absence, ensuring continuity in financial management and oversight.
Assists the RMO with oversight of management control programs, MOUs/MOAs, and inter/intra-agency support agreements.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
- Must be able to obtain and maintain a Top Secret security clearance based on a Single Scope Background Investigation (SSBI) with access to Sensitive Compartmented Information (SCI).
- Temporary Duty travel (TDY) will be required to both CONUS and OCONUS installations 7% or less of the time.
- All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
- This Essential (E-E) DoD Civilian Expeditionary Workforce position supports mobilization and wartime missions. Employee must stay overseas during hostilities until relieved. Additional conditions apply. See additional information section.
- This is a FINANCIAL MANAGEMENT Level 2 Certified position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
- Two year trial/probationary period may be required.

Establishing budget policies and/or procedural guidance; OR
Monitoring budget compliance with legal and regulatory standards.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12).
