This position is part of the Defense Human Resources Activity. The incumbent has direct involvement in the development of a DoD-wide program (insider threat program) for deterring, detecting, and mitigating insider threats, including the safeguarding of classified information from exploitation, compromise, or other unauthorized disclosure, taking into account risk levels, as well as the distinct needs, missions, and systems of individual agencies.

Duties

As a SUPERVISORY PERSONNEL SECURITY SPECIALIST (INSIDER THREAT) at the GS-0080-14 some of your typical work assignments may include: Serves as the Supervisory Personnel Security Specialist technical expert to the DHRA Enterprise. Exercises staff responsibility for development and administration of all DHRA Personnel Security Programs and directives, prescribes personnel security specifications for DHRA activities and resources. The Supervisory Personnel Security Specialist provides supervisory responsibility to the DHRA Insider Threat positions. The Supervisory Personnel Security Specialist is responsible for projects concerning analysis of Insider Threats and related security activities Evaluates personnel security related issuances of DoD, Military Departments, Office of Personnel Management (OPM), and other agencies with which DHRA shares concerns relating to personnel security impact of such issuances on the DHRA mission and formulates DHRA enterprise-wide policies, issuances, procedures, and forms to implement them. Evaluates controversial or sensitive issues not covered in existing security directives (or precedents in existence) and implements acceptable solutions to unique situations. Responds to correspondence from OSD, Military Departments, Congressional Inquiries, DHRA Senior Management, Components and DEOC to include inter-service support agreements, requests for waivers and deviations, DoD memorandums and reviews of written security procedures. Ensures responses incorporate critical analysis of recommended actions, cost feasibility, and risk evaluation. Serves as the Supervisory Personnel Security Specialist for the Enterprise. The Anti- Terrorism/force Protection Program consists of the integration and enhancement of several security activities; combating terrorism, physical security, operational security, emergency preparedness, and Continuity of Operations Plan.

Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Applies a wide range of qualitative and/or quantitative methods for assessing and improving program effectiveness or improving complex program policies. Provides effective communication to determine, through discussions with program managers, congressional staffers, legal experts, and personnel policy experts, and Security Professionals at the Department level of DoD and other Federal Agencies. Ensures legal and practical aspects of policy development and implementation as they apply within DoD and throughout the Federal environment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
