You will serve as an Administrative/Technical Specialist in the Amphibious Ships Branch of CARDEROCK DIV NS for the Ship-to-Shore Connector Program, Amphibious Assault and Connectors Program Office (PMS 317).
This position is part of the Warfare Center's Personnel Demonstration Project. The NT-05 pay band encompasses positions equivalent to the GS-13 and GS-14 grade levels.
Duties
You will serve as an Assistant Program Manager exercising independent judgment, applying executive managerial skills based on knowledge of program/project management.
You will serve as the primary advisor to the PAPM, Deputy, and Program Manager and lead shipyard construction service(s) matters, ensuring that all administrative, contractual and legal actions are implemented.
You will be responsible for all phases of craft/platform acquisition and cover production, programmatic and management aspects of construction, contract administration, scheduling, quality assurance, manufacturing, and trials.
You will lead taskings and direct multi-disciplinary subordinate organizations to achieve program goals, milestones or schedule requirements.
You will represent the organization to senior level personnel to provide advice, direction or reports on program concepts and status to address program issues.
You will direct or conduct program, contract, trial, service and other reviews of lessons learned across shipbuilding programs to identify areas for improvement and incorporation to optimize follow yard planning and execution.
You will review documentation to ensure all matters are within the scope of the shipbuilding contract and are technically correct.
You will initiate, participate in, and chair meetings and conferences with Navy, lead shipbuilder, and other contractor personnel as required to provide and direct program action and resolve inconsistencies that arise during construction.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
FOR NT-05 (GS-13/14 equivalent): Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-04 (GS-11/12 equivalent) or grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: experience analyzing program or business information for ship or submarine design or repair project requirements to identify issues, develop reports, and recommend solutions for a warfare program.
