Duties

Develop and present briefings to senior level officials within and outside of the Corps of Engineers. Independently resolve conflicts using knowledge of negotiating skills; seeking assistance from supervisor only in the most complex of situations. Develop cooperative relationships leading to joint technical efforts in planning projects and to resolve complex or controversial issues. Interpret policies established at higher headquarters and implement said policies where they apply in all subordinate echelons.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret security clearance. This requires that a personnel security investigation be adjudicated on a pre-appointment basis which may take up to 90 days or longer to process.

NOTE: This position is open to current Competitive Service Department of the Army civilian employees serving on a permanent appointment and to current Department of the Army civilian employees serving on an Excepted Service Veterans Recruitment Authority (VRA) appointment. You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes managing programs that involve proposed changes in legislation or regulations; conducting analysis to national objectives and impact upon the organization; and directing a collaborative effort amongst a team in an effort to support program requirements that use a substantial amount of resources. You will be evaluated on the basis of your level of competency in the following areas: General EngineeringProject ManagementStrategic Thinking Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
