About the Position: This position serves as a senior Human Resources Specialist that applies the full range of HR methods and principles to advise management on staffing requirements, resources, and personnel issues for the US Army Corps of Engineers.
Duties
Advise management on recruitment strategies, special programs, and incentives. Provide guidance on merit system principles, prohibited personnel practices, selection criteria, and other approaches that may help with staffing and employee retention.
Explain procedures to inquiring employees, candidates, and supervisors. Complete necessary documents on personnel actions. Maintain visibility over recruitment actions from cradle to grave and aid in all stages of the recruitment process.
Construct job analyses to determine the specialized knowledge, skills, abilities, and other competencies necessary for the recruitment and placement of well-qualified individuals.
Prepare vacancy announcements for Federal civilian positions using USA Staffing or similar automated vacancy announcement system, ensuring information contained in the vacancy announcement meets agency requirements.
Code personnel actions based on the Guide to Processing Personnel Actions utilizing an automated HR system such as the Defense Civilian Personnel Data System (DCPDS).
Advise on overseas policies, to include tour rotations, travel regulations, and pay entitlements. Ensure overseas regulations are understood and enforced.

QUALIFICATION FOR A GS-09
Specialized Experience: One year of specialized experience which includes using human resources software applications for creating and posting vacancy announcements; developing announcements and occupational questionnaires for entry to mid-level positions; reviewing application materials for eligibility and qualifications for referral; and responding to applicant inquires. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. with a major study in Business Administration, Human Resources or similar degree program.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
QUALIFICATION FOR A GS-11
Specialized Experience: One year of specialized experience which includes [Providing civilian human resources advice and guidance to managers, employees and applicants; conducting strategic recruitment discussions, job analysis, creating and positing job opportunity announcements and occupational assessments, reviewing applicant qualifications, and referring eligible candidates for employment consideration; researching and interpreting civilian staffing regulations and procedures; researching classification standards to classify positions and prepare evaluation statements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. with a major study in Business Administration, Human Resources or similar degree program.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
QUALIFICATION FOR A GS-12
Specialized Experience
One year of specialized experience which includes: 1) Performing technical services to include coding personnel actions, conducting federal pay setting, developing job announcements, issuing referral lists, and on-boarding new hires; 2) Researching civilian personnel regulations to provide advisory services to employees and management; 3) Conducting job analysis to develop assessment tools for evaluating job applicants; AND 4) Utilizing automated Human Resources (HR) systems to complete staffing assignments. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
