About the Position: Serves as staff advisor and consultant on one or more specialty areas within the Human Resource Management (HRM) program for the USARAK Command. Provides staff advisory services to senior leadership, USARAK staff, supervisors, and commanders of field activities on HRM problems and issues, as well as authoritative policy interpretations. Responds to difficult issues involving complex problems and or concerns, recommends solutions and alternative approaches.

Duties

Provides staff level advisory and consulting services to USARAK management, commanders, and other staff members on specific existing and potential problem areas. Performs as a staff level action officer for all of the following functions: staffing, benefits and entitlements, position classification, human resources development, management-employee relations, performance management and labor relations. Provides interpretation and instructions on laws, regulations, policies and procedures, and develops policies and guidance for new and changing program areas. Provides authoritative technical advice, including regulatory interpretations and recommended courses of action. Requires an extensive knowledge of all Human Resources areas (e.g., staffing, employee benefits, classification, training and development, etc.) and HR Data systems in order to assist with HR program issues throughout the command.

Specialized Experience: One year of specialized experience which includes planning, coordinating, and implementing federal civilian human resource programs; providing interpretation and instructions on federal civilian human resource laws, regulations, policies and procedures; and providing technical advisory services related to staffing and recruitment, and performance management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
