About the Position: Serves as a Lead Human Resources Specialist performing recruitment and placement assignments for the U.S. Army Civilian Human Resources Agency; United States Army Corps of Engineers Human Resources Directorate. Duty Location: Fort Shafter, HI, Wheeler Army Airfield, HI or Fort Richardson, AK. Salary will be determined/set at time of selection.

Duties

Leads a group of HR Specialists and Assistants involved in recruitment and placement work. Advises managers, supervisor, employees, and applicants regarding recruitment requirements, resources, and problems. Provides guidance on merit system principles, prohibited personnel practices, Utilizes a variety of special employment programs for students, youth, veterans, the handicapped, underutilized employees, minorities, and disadvantaged candidates. Conducts job analysis to determine qualifications and skills needed for a wide variety of USACE positions. Provides advice and assistance on automated personnel programs such as Fully Automated System of Classification (FASCLASS), USA Staffing and Defense Civilian Personnel Data System (DCPDS).

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Developing OthersOral CommunicationStaffing and Recruiting Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). There is no substitution of education for the position. You must meet the specialized experience requirement.
