Duties

PRIMARY PURPOSE: To serve as the Senior Civilian Special Technical Operations Deputy to the Chief of IO Plans and Operations, Special Programs Branch (SPB), United States Special Operations Command (USSOCOM), J-39 Special Operations and Plans (SOAP) Information Operations Division, managing and overseeing SPB policy and security requirements for USSOCOM via multiple technical means. Serves as the senior civilian management representative with the authority to make management decisions for assignment and resource planning and internal controls of program documents for all projects within the SPB branch. Utilizes management and executive skills to ensure comprehensive management focus is placed on requirements validation, interagency relationships, to include sensitive matters of IJSTO/Program Manager concern. Reviews and evaluates tasks/requirements and provides formal detailed analyses of USSOCOM SPB responsibilities in such matters and recommends methods and procedures for their accomplishment. DUTIES: Oversee USSOCOM Special Access/Technical Policy and Security Programs. Serves as the technical expert and advisor to the USSOCOM SPB and subordinate Component Commands on matters relating to special access program management/analysis and resource allocation. Analyzes, develops, and maintains the USSOCOM Special Programs Branch. Exercises supervisory personnel management responsibilities.

Qualifications

CONDITIONS OF EMPLOYMENT (CONTINUED) Routine work is time sensitive, limited distribution, and strict need to know, requires a Top-Secret/SpecialCompartmented Information (TS/SCI) clearance based on a Special Background Investigation (SBI). Position has recurring access to sensitive/classified information. As a condition of employment for this position, the employee must be willing to submit to a CI-scope polygraph examination when requested. This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is to (a) refrain from the use of illegal drugs and (b) if requested, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. This position is designated as a Key Position. If on military recall status, incumbent must be removed from military recall status prior to filling the position, if alternates for filling the position during an emergency are not available and designated in writing. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capacity of the organization to function effectively. In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Management and Program Analysis (0343) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-12 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include mastery of knowledge of the body of laws, regulations, policies, standards, procedures, methods, and techniques applicable to a broad range of special access program operations requirements sufficient to plan, direct, and coordinate diverse special access program operations and advise key managerial personnel on courses of actions affecting command operations, and processes. Knowledge is used to perform key decision-making, operational planning, and policy-making responsibilities with regard to the complete special access program of the Command and its components; mastery of knowledge of special access program operations and intelligence principles, practices, and standards related to the diverse operations sufficient to apply a wide range of tactics, techniques, and procedures in the performance of special operations worldwide in order to determine compliance with applicable regulatory provisions; mastery of knowledge of standards, procedures, methods, and techniques applicable to the full range of special access program operations issues in order to assist in the development of guidance and procedures on the use of special access program equipment, tactics, techniques, and procedures within the authorities of the joint programs; mastery of knowledge of the special operations mission and forces involvement with the theater combatant commands and theater special operations commands to establish, coordinate, and employ special access programs; knowledge of standard office automation applications (MS Word, Excel, Power Point, etc... ), as well as some expertise with Apple computers to prepare reports and locate, analyze, correlate, assemble, and compose routine and non-routine correspondence; and knowledge of varying and unique automated information systems, operations, and communication security policies and procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: In-depth knowledge of Special Access Programs (SAPs) and Special Compartmented Intelligence (SCI) procedures, regulations, policies, and processes pertaining to specific SOF requirements as well as the special access community as a whole. Knowledge of U.S. Special Operations Command forces core tasks, organization, capabilities, missions, and functions to form ad-hoc teams of experts in order to solve complex issues and reach solutions through implementation. Extensive knowledge of special access programs associated with applicable methodologies and processes in support to SOF. Extensive knowledge of Service, Combatant Command, other government agencies, and foreign government structures/organizations engaged in Overseas Contingency Operations and how they affect the command and control of SOF. Knowledge of Joint SAP security policies and procedures relevant to conducting technical research and preparation of concise written correspondence and presenting innovative and cohesive briefings. Ability to communicate effectively both orally and in writing, to include negotiating complex issues with high-ranking military and civilian officials; with the ability to plan, organize, and direct functions of a small to medium sized organization in order to plan, organize, direct functions to supervise, mentor, and motivate staff personnel. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
