The Supervisory Program Specialist shares in the responsibilities for planning, programming and directing Service operations for the 13 sub-specialty service lines within Medicine Service. The position is responsible for the program management and analysis of the efficiency and effectiveness of the human resources management program, administrative support program and financial management programs with the Medicine Service Line.

Duties

The Supervisory Program Specialist position is located in Medicine Service at the Ralph H Johnson Veterans Health Care System in Charleston, South Carolina and is responsible for the development of space and design programs, data collections and analysis, interpretation and presentation to Medicine Executive Leadership. Duties may include but are not limited to: Work with the Medicine Administrative Officer (AO), the Chief of Medicine, and the Assistant Chief of Medicine to run Specialty Medicine Leads collaborative research efforts to evaluate performance of facilities and direct updates to current policies and criteria based on findings. Provides direction and leadership to department heads, administrative officers and subordinate staff as it relates to productivity, work-flow, resources, and current business principles. Responsible for the develop of space and design programs, data collections and analysis, interpretation and presentation to Executive Leadership. Utilize a computer aided design system in order to create graphical representation of proposed strategic planning initiatives. Develops policies and procedures for evaluation of existing business practices across multiple programs. Responsible for overall project budget and cost, schedules, project quality and project goals for the assigned project. Prepares and maintains a master project schedule, with individual projects linked where dispenses or domino projects exist. Determine workload inputs (clinic visits/stop) and procedures, bed level changes, staffing adjustments etc., and uses these workloads in conjunction with VA Space Planning Criteria to develop a space program for Strategic Planning. Serve as a Project Management for projects. Serve as lead administrative support for operations and expansion of Specialty Medicine in the Community-Based Outpatient Centers (CBOCs) Promotion Potential: Position is at full performance Work Schedule: M-F, 7am - 330pm Compressed/Flexible: not available Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/03/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. Examples of specialized experience would typically include, but are not limited to: Directing and performing administrative functions such as human resources management, budget and finance, and management and program analysis Leading or supervising functions: planning, directing, organizing, and exercising control over supervisory and/or nonsupervisory employees within a work unit. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
