Responsible for accounting, programming, budgeting, and managing the financial resources assigned and allocated to the CIO/J6 for the operation, management and maintenance of the Special Operations Forces (SOF) Information Technology Enterprise (SIE).

Duties

Perform budget execution and administration work involving the monitoring current year and prior year obligations incurred and the actual expenditures of budgets with different sources and types of funding. Performs budget formulation work involving preparation of detailed analyses and estimates of funding needs for one or more budget years. Responsible for total budget operations in support of the overall operations, programs, and projects of the organization. Incumbent is responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmatic view point to ensure overall information protection requirements meet mission requirements.

  • This is a Financial Management Level 2 Certified position IAW the national Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d

  • The incumbent is required to comply with the standards of conduct provision of DOD Joint Ethics Regulation, DOD 5500. 7-R and is further required to file a current and annual DD Form 1555 statement of affiliations and Financial Interests.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes intensive knowledge of budgetary methods, policies, precedents, goals, objectives, regulations, precedent decisions, and policies of the organization, the major command, and the agency. The knowledge is applied in developing control records, verifying the accuracy of budgetary data, and to prepare reports on status of funds. In addition to having the ability to analyze the budget submissions, justify budgets, funds usage trends, and forecasting reprogramming required to effectively execute the budget; and skill in representing USSOCOM's point of view in meetings, briefings, and negotiations with official, both within and outside federal service. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to the budget formulation and financial management Knowledge of DoD planning, Programming, and Budgeting Systems (PPBS), its process, products, terminology, and guidance documents (e.g., Program Objective Memorandum (POM), Future Year Defense Plan (FYDP) Defense Guidance, Joint Strategic Planning Systems Knowledge of DoD Planning, Programming and Budgeting, and Execution process and its products, terminology, and guidance documents, including DoD Budget and Financial management to provide guidance to J6 subordinate units Knowledge of missions, functions, goals, objectives, work processes and source of funding pertinent to USSOCOM Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy Ability to understand and implement policies, procedures, processes, laws, regulations and directives as they pertain to contracting and contract administration PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
