The position reports directly to the Deputy Director - North, JS J6 and serves as Information Technology (IT) Specialist in support of data-centricity and digital transformation.
Duties
This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021.As a INFORMATION TECHNOLOGY SPECIALIST (DATA MANAGEMENT/PLCYPLN) at the GG-2210-15 some of your typical work assignments may include:
Aiding and supporting associated strategic plans, and related initiatives in order to ensure compliant and balanced data management solutions across the Joint Staff.
Developing and ensuring support agreements conform to Federal and DoD policies, guidelines, and best practices.
Determining overall direction, acquisition strategies execution, and funding projections for the oversight and monitoring of JS capability in support of emerging data centric operations through all phases of competition, crisis, and conflict.
Interacting with a multitude of organizations, both within the government and Industry, at the most senior executive levels.
Responsibility for data aggregation-synchronization, and synthesis for programs of record and data analytic, and Artificial Intelligence platforms, effectively identifying requirement(s) and acquisition approaches for data management in support of the JS, the Chairman of the Joint Chiefs of Staff (CJCS), and Combatant Commands.
Serving as data management expert utilizing performance measurement tools, techniques, and management controls in the establishment of data, information and decision advantage required by the Secretary of Defense and the CJCS. Develops and interprets executive level data management program related metrics for the evaluation of technical project effectiveness and efficiency. Revises program planning and related activities to incorporate new and emerging changes to policies, practices, and processes.

Qualifications
You may qualify at the GG 15 , if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the 14 grade level in the Federal service as listed below:
Expert knowledge of the missions, functions, and organizations of the Joint Chiefs of Staff and Department of Defense components.
Mastery knowledge to identify gaps in the Data Analytics and Artificial Intelligence realm and make recommendations for closing the gaps across multiple IT and specific cyber programs as they relate to the security and stability of the global information and communications infrastructure.
Serves as data management expert utilizing performance measurement tools, techniques, and management controls in the establishment of data, information and decision advantage required by the Secretary of Defense and the Chairman of the Joint Chief of Staff (CJCS), and Combatant Commands.
Provides oversight of policy compliance with relevant Federal and Department of Defense (DOD) statutory, regulatory, and policy directives across the organization.
Develops and implements data program and Artificial Intelligence policies and procedures consistent with relevant legislation and regulations; In-depth knowledge of the acquisition life-cycle process for automated data systems.
