Duties
WHAT YOU'LL BE DOING DAY TO DAY
As a Public Health Advisor, you will use your knowledge of and experience to optimize business results and customer experience by:
Serving as a senior public health advisor and providing consultative services to the most difficult programs or projects that have unusually demanding social, economic, cultural, governmental, and political conditions requiring the planning, development, and evaluation of matters of general precedent, extensive controversy, or wide coordination.
Planning, developing, and implementing public health programs in collaboration with local, state, other Federal and/or international governments and various public, nonprofit, and private and health-related organizations.
Working to develop public health messages with subject matter experts and develops messages into appropriate end-products for communicating public health information to target audiences.
** Duties as shown are at the full performance level (FPL) of the GS-13. Duties will be developmental in nature when filled below the FPL.

Qualifications
WHAT WE ARE LOOKING FOR
Basic Qualifications:
For GS-9 & GS-11: Completed a bachelor's degree or higher with a major study in public health or other field of study with course work directly related to the work of the position to be filled. [Transcripts must be provided]

For GS-9, GS-11 & GS-12: Must have experience that provided:
Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
Knowledge of a specialized public health program.
Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.
Skill in oral and written communication, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.
** There is no substitution of education for basic qualifications at the GS-12 grade level.

Minimum Qualifications:
For GS-09: In addition to the basic qualification requirement, you must have one-year specialized experience equivalent to at least the GS-07 grade level in the Federal service performing ALL of the following:
Assisting in developing public health strategies, procedures, and/or guidelines.
Participating in studies of public health program operations.
Preparing a variety of memoranda, letters, transmittals, and recommendations.

EDUCATION: Successful completion of a master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree with major study in public health or other field of study with course work directly related to the work of the position to be filled, or LL.B. or J.D., if related. [Transcripts must be provided]

COMBINATION: Education and experience may be combined to meet the specialized experience requirement as described above. For GS-11: In addition to the basic requirement, you must have one-year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-09 grade level in the Federal service performing at least three (3) of the following:
Analyzing the impact of public health legislation, regulations, or executive directives on public health programs or operations.
Developing components of public health program operational plans, proposals, or grants.
Providing technical assistance in the implementation of public health programs.
Evaluating public health program effectiveness and organizational productivity.

EDUCATION: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. [Transcripts must be provided]

Aid in advising organizational, operational, and/or programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
Utilizing methods, processes, and techniques to develop and deliver public health or health-related programs.
Applying administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.
Gathering or conveying information, making oral presentations, preparing reports, preparing correspondence, and/or other written materials.
** There is no substitution of education for specialized experience at the GS-12 grade level.
