Duties

As a PROGRAM ANALYST at the GS-0343-13/14 some of your typical work assignments may include: Manages a broad range of financial management, budgeting, statistical analysis, and automated reporting functions for complex programs with the division. Supports the vision and leadership of the Division Chief for a cadre of government and military operations officers with expertise in Counter Weapons of Mass Destruction (CWMD) and Combatant Command (CCMD), including Special Operations Forces operational frameworks. Provides government oversight and program analysis advice and management for complex services performance contracts that provide worldwide capability and operational planning, as well as exercise support and support to deployed operations. Works with contractor task and team leads to monitor the priorities, scope of work, deliverables and timelines; assesses and ensures contractor performance meets the division's partnered mission requirements and is within scope of contracted requirements. Serves as Technical Point of Contact (TPOC) / Alternate Contracting Officer's Representative (ACOR) to recommend approval/disapproval for all contract expenditures. Provides oversight for a contract of 40-50 highly specialized and technically proficient contractors who support operational capability planning and exercises with CCMD CWMD counterparts. Monitors, analyzes and evaluates performance of contract tasks and overall contractor performance to meet mission requirements. Applies knowledge of CCMDs, Special Operations Forces and CWMD subject matter to perform TPOC/ACOR functions and conduct analysis. Researches, analyzes, evaluates, and reports on system-generated data, narrative information, and statistical data in order to develop written input for briefings, data calls, meetings and the like. Analyzes programs from a wide range of perspectives to include resource adequacy and propriety; tracking and evaluation of program status; and use of performance metrics to identify potential financial management problem areas/trends, which are subject to Agency and higher authority financial management reviews and analysis. Participates in coordinating and completing special and recurring projects, including technical support to contract source selections under the cognizance of the Directorate/Department Director. Quantifies contractor performance with programmatic metrics and outcomes to be communicated in Department, Directorate and Agency level resourcing discussions. Manages the Division's IT capabilities including systems that use Alternative Compensatory Control Measures (ACCM). Applies data derived from these systems to inform analysis of contractor performance and improve the Division's program management. Performs analysis which supports the Program Manager's ability to work across the Department, Directorate and Agency with other key and senior leaders to ensure that Division equities are aligned with DTRA Director Priorities and complement the operations, activities and investments of the other Directorates. Coordinates with DTRA representatives and liaisons at supported commands in order to monitor, analyze and evaluate activities which inform the Program Manager's understanding of the quality and impact of deliverables to other Combatant Commands, especially USSOCOM. Coordinates with Department resource management personnel and exchanges ideas on future programs and current problem areas; maintains awareness of new, proposed, and revised budget issues; analyzes new or proposed legislations or regulations to determine impact on program; and effectively and efficiently implements changes. Coordinates with analysts, operations specialists and resource specialists in other DTRA Departments and Directorates as required to ensure the Division's performance metrics and reporting requirements are in sync with other information management needs within the Agency and that those needs in turn inform the Division's program management. Performs analysis that enables the Division Chief/Program Manager to coordinate with external customers to forecast, develop and validate annual requirements that may serve as a formal agreement between the DTRA Director and Combatant Commands. Establishes, coordinates, and manages working groups with leaders in DTRA, CCMD partners, and the Special Operations community to gather information and measure the effectiveness of support and ensure that Division activities and contractor support meet operational needs. Supports liaison activities and staff coordination channels with Interagency/Intelligence Community organizations, the Military Services and Combatant Commands.

  • Overtime/compensatory time may be required to accommodate operational needs of the organization.
  • May be subject to random DoD counterintelligence scope polygraph if assigned to programs or duty locations requiring such.
  • OCONUS/CONUS Travel in the performance of temporary assignments up to 25% may be required.

Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Navigating an environment characterized by a frequent change of requirements and approaches for future programs and current problem areas. Applying concepts, principles, practices and techniques of program analysis. Analyzing new or proposed legislations or regulations to determine impact on programs; and effectively and efficiently implement program changes. Providing support to operational planning, exercise cycles, and deployment cycles. Providing expert analysis and support in the development of credible and defensible resource requests and justification of materials during routine and ad hoc budget and organization level spending plans. Implementing analytic skills and written and oral reporting acumen in order to support the division chief's ability to effectively propose and implement program goals that involve substantial agency/headquarters level resources and potential changes in established procedures. Providing technical requirements subject matter expertise to contract/task order source selection and transition processes. You may qualify at the GS-13, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Navigating an environment characterized by frequent change of requirements and approaches for future programs and current problem areas. Assisting with analyzing new or proposed legislations or regulations to determine impact on programs and effectively and efficiently implement program changes. Assisting with providing and presenting information on the areas of financial management, budgeting, statistical analysis, and automated reporting functions regarding complex programs within the organization. Assisting with performing analysis in support of the development of credible and defensible resource requests and justification of materials. Assisting with providing support to the division chief's ability to effectively propose and implement program goals that involve agency/higher headquarters resources and potential changes in established procedures. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
