This position is with the First Responder Network Authority (FirstNet Authority), an independent authority within the National Telecommunications and Information Administration. Duties

This position is located within the Department of Commerce (DOC), National Telecommunications and Information Administration (NTIA), First Responder Network Authority(FirstNet Authority), Office of the Chief Executive Officer (OCEO), in Reston, VA. At the full performance level (ZA-4) the major duties of this position include, but are not limited to the following: 1. Develops, implements, and assesses program management strategies and processes designed to increase or enhance mission effectiveness. 2. Serves as an authority on directives, management policies, regulations, and requirements, and advises mission units of policy decisions and procedural changes related to executive correspondence and directives administration. 3. Develops, composes and/or revises policies, plans, procedures, and desk guides supporting operations. 4. Analyzes management and programmatic information requirements and supports or leads projects to analyze quantitative data and produce documents that support decision making. 5. Composes, drafts, and presents briefings to senior leadership in support of Executive Director engagement with national and international public safety stakeholders. 6. Coordinates, composes, and reviews executive-level communications with NTIA and Department of Commerce. The FirstNet Authority has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Salary Information ZA-IV: $117,962 - $181,216 per annum This vacancy may be used to fill additional positions as vacancies become available.

Minimum Qualification Requirements: To qualify for this position you must meet the Specialized Experience for the series/grade to which you are applying. Specialized Experience To qualify for the ZA-IV, you must possess at least one full year of specialized experience equivalent to at least the ZA-III or GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Drafting briefings for executives. 2. Delivering presentations to executives. 3. Analyzing quantitative data and drafting documentation to support decision making. 4. Drafting policies, handbooks, standard operating procedures, or guidelines. Must meet all.
