Duties
This position is located within the Department of Commerce, National Telecommunications and Information Administration (NTIA), First Responder Network Authority (FirstNet Authority), Office of the Chief Executive Officer (OCEO), in Reston, VA.
At the full performance level (ZA-5) the major duties of this position include, but are not limited to the following:
1. Manages a team performing the executive operations/administrative functions within the Chief of Staff Division, Office of the Executive Director (OED), including providing guidance to team members on the management of the OED budget, maintenance of the Executive Staff's sensitive daily and long-range calendar, and development and distribution of a weekly report of upcoming events.
2. Leads, oversees, and tracks all inquiries from external stakeholders including Office of Management and Budget (OMB), members of the Executive Branch, Congress, Government Accountability Office (GAO), Office of Inspector General (OIG), state/local/tribal governments and organizations, private sector, and AT&T. Guides the coordination, review, and consolidation of responses to inquiries, determining if further input from subject matter experts is required to refine the quality and nature of the response.
3. Oversees an electronic, automated correspondence tracking and filing system and a robust repository of prior correspondence responses for record-keeping purposes to assess trends, ensure consistency and accuracy in messaging.
4. Serves as liaison between the Board of Directors, the FirstNet Authority Executive Team, the NTIA Executive Team, and the US Department of Commerce.
5. Drafts Board Resolutions, manages Board records, and ensures the appropriate notice, content, frequency, and delivery of Board Committee briefings, meetings, and other activities.
6. Conducts all Board Meetings, which are open to the public, receive press attention, and may result in decisions worth billions of dollars with a nation-wide impact.
7. Responsible for ensuring the policies, procedures, and actions of the Board are consistent with the intent of the law and are administratively sound, efficient, and economical in operation, considering the needs, desires, and attitudes of the Board, public safety, and others who may be affected by the change.
The FirstNet Authority has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval..
Salary Information
ZA-V: $155,700 - $183,500 per annum

Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the Specialized Experience for the series to which you are applying.
Specialized Experience
To qualify for the ZA-V, you must possess at least one full year of specialized experience equivalent to at least the ZA-IV or GS-14 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Providing technical guidance on rules, laws, regulations, policies, or procedures related to executive correspondence.
2. Preparing and delivering presentations to management related to executive operations of a public safety/ communications organization.
3. Drafting policies, procedures, or rules pertaining to executive correspondence and executive operations.
4. Leading a team responsible for executive operations including managing a budget, executive correspondence, and management of executive schedules/calendars/engagements involving extensive travel.
