The incumbent serves as a Program Analyst (Veterans Equitable Resource Allocation - VERA Coordinator) located in Fiscal Service of the VA Southern Nevada Healthcare System, of the Department of Veterans Affairs (VA) in Las Vegas, NV. The primary purpose of this position is as the stations VERA Coordinator responsible for analysis, reporting, training and research. You will perform in-depth, detailed analysis on all aspects related to the VERA Model and patient workload analysis.
Duties
Duties include, but may not be limited to the following:
Responsible for Veterans Equitable Resource Allocation (VERA) analysis, reporting, training and research.
Performs in-depth, detailed analysis on all aspects related to the VERA Model and patient workload analysis.
Implements and maintains a local VETA Model intended to increase station tracking and funding.
Create Structured Query Language (SQL) queries, to pull data from the Corporate Data Warehouse (CDW); to help maintain service level reports, composed using software such as Pyramid Analytics, SharePoint, Access, Excel, Reporting Services and PowerPoint.
Conducts formalized training on VERA, Pyramid Analytics, SharePoint, ProClarity, VISTA, ARC, Microsoft Office Suite, and other analysis techniques to all levels of the organization.
Conducts national and local level research on current trends and best practices using VHA Service Support Center (VSSC).
Analyzes management techniques, processes, and styles for improving organizational effectiveness.
Studies and implements management improvements in clinical and administrative areas identified through such means as internal control reviews, and management studies.
Projects require the use of complex analytical techniques such as creating dashboards, using Pivot Tables, cost/benefit analysis, and workflow analysis, pull data from a wide variety of sources to include but not limited to the CDW, VSSC, ARC, OPES, Pyramid Analytics and ProClarity cubes, and external data systems.VISTA, OPES, NUANCE Encoder Product.
Correlates data analyses with agency missions, policies and objectives to improve organizational effectiveness and efficiency.
Monitors facility workload such as encounters, patient treatment files (Inpatient and Fee Basis), ambulatory procedures, enrollment, documentation; and then reports workload summary to VASNHS and VISN Data Validation Committee. Review processes and report findings to leadership and committee members.
Assist in developing an action plan for process improvement of facility workload capture.
Performs other duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/03/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Exhibited experience working with the Veteran's Equitable Resource Allocation (VERA) program. Performing program oversight duties for a government agency; performing work dealing with program management issues; experience making oral presentations and written reports for management; resolving complex work issues or process with little or no supervision; performing analytical work using qualitative and quantitative techniques; analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs; utilizing data analytic tools for data mining; utilizing computers and applicable databases/software; clinical funding laws and regulations. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.

Physical Requirements: The work is primarily sedentary, although some light physical effort may be required such as walking long distances throughout medical facilities, standing, etc.
