To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the ChiefHealth Informatics Officer (CHIO). The incumbent will serve as a subject matter expert on Electronic Health Record (EHR) for Clinical Informatics. The incumbent will be responsible for prioritizing requests, managing tracking systems and dashboards within the various programs.

Duties

Major duties include, but not limited to the following: Works with various committees, workgroups, and clinical staff in the development of clinical decision support systems. Educates staff on the design and use of decision support tools for improving efficiency, effectiveness, and safety. Educates staff on the availability and use of information management tools and reports in compliance with regulations, policy, and bestpractices. Develops, modifies, tests, and troubleshoots components that individualize/customize applications to user roles and needs whilemaintaining integrity among multiple software packages. Serves as a leader in change management, analyzing and evaluating clinical and administrative processes related to information flow. Develops implementation plans for new software/application releases and updates. Works closely with employees from all levels and all disciplines across multiple organizations. In collaboration with the VASNHS CHIO, ensure the informatics services maximally support the goals and strategies of the facility Strategic Plan. Participate as a subject matter expert in Health informatics including participation, as needed, in technical work of the organization, management of projects, training of staff, and providing back- up to employees. Ensuring agency policies and priorities are being followed. Develop results-oriented performance plans with SMART measures and evaluate work performance of subordinates providing informalperformance feedback on a regular basis. Give advice, counsel, and instruction to employees on both work and administrative matters. Help to create a culture where innovation in clinical and business informatics is encouraged and expected and where best practices are shared. Work collaboratively and effectively with OI&T to ensure systems that deliver useful, up-to-date, reliable, consistent, and accurate information to management, providers, clinicians, and veterans. The incumbent advises and provides counsel to subordinates, management and staff regarding policies, procedures, and directives of program management. The incumbent will select or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employeesand provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Work Schedule: Monday - Friday, Subject to change based on the needs of the agency. Telework: Eligible with Ad- Hoc approval. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/31/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Organizing and collaborating with cross functional teams; Maintaining, managing, and configuring a variety of complementary enterprise software systems for the centers goals; Knowledge in data science and analytic techniques; Identify problems and develop innovative solutions for improving processes. There is no educational substitution at this grade level. You will be rated on the following Competencies for this position: Computer SkillsLeadershipProject Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, requiring periods of walking, standing, bending, or climbing, and employees may carry light items such as books, instruments, laptops, and other similar materials. There are no special physical requirements for doing this work. The position may require occasional travel.
