Duties

This Supervisory Program Analyst position is located Harry Reid International (LAS), Transportation Security Administration, Department of Homeland Security (DHS). You will be responsible for supporting a variety of programs including, but not limited to metrics management, management controls, local hiring, transportation security processes, administrative management and oversight, and other managerial duties impacting employees and managers in more than one organizational component, project, or program. You will report to the Assistant Federal Security Director - Mission Support (AFSD-MS), Deputy Federal Security Director (DFSD), or Federal Security Director (FSD). Duties include but are not limited to: Providing overall management and administrative support in accomplishing team objectives and serving as a first line supervisor over multiple units, projects, or programs within an airport. Monitoring and communicating the efficiency of airport operations through overseeing and managing the collection and analysis of performance metrics for specific programs. Providing support for the collection and analysis of ongoing and new performance measures to ensure consistency and overall clarity in reporting and application. Providing recommendations to the AFSD, DFSD, or FSD for the development, management, and improvement of complex programs and processes related to airport operations. Determining appropriate communication vehicles and processes to ensure critical information is reported in a timely manner to the appropriate airport leadership. Coordinating with other departments or divisions to implement plans and improvements. Performs program and work planning, execution and control, management improvement and control, and business management control. Preparing monthly, quarterly, and interim reports on metrics to monitor effectiveness of airport operations. Providing recommendations to set priorities among a number of pressing issues. Developing recommendation and implementing new or modified guidelines, work processes, and operations to maintain and improve the effectiveness, efficiency, and timeliness of processes and information dissemination. Applying experience and comprehensive knowledge to create new and innovative approached to managing and performing airport processes and programs. Serving as a liaison with Program Analysts at spoke airports, departments or divisions, and specializations to ensure comprehensive evaluations are conducted and completed within suitable timeframes to provide timely and complete advice and data management. Defining plans and organizing assigned resources (staff, budget, equipment, etc.) to accomplish objectives for the component(s) managed. Managing budget and deciding whether to request addition resources or reallocate resources among organizational components, projects, or programs. Identifying problem areas; developing and recommending new policies and procedures for resolution. Supervisory/Managerial duties include serving as a first line supervisor for the organization. This includes but is not limited to: assigning work, setting priorities, and reviewing and evaluating work and performance of subordinates; approving leave; coaching and developing employees; recommending corrective or disciplinary actions; assisting in budget planning and projecting short-term needs; managing projects within assigned resources; resolving routine problems that typically impact the objectives of the organizational unit; and when required, coordinating with customers outside the immediate organization.

Requirements

Qualifications

To qualify for the SV-J Pay Band (equivalent to GS-14) you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Leading others in utilizing principles, methods, and tools for developing and implementing program measures and metrics; and Assessing highly complex program requirements and operations in order to recommend program improvements; and Analyzing information to identify problems, inconsistencies, or trends to improve the coordination of security services. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
