You will serve as a Health Systems Specialist, Physical Evaluation Board Liaison Officer (PEBLO) of NMRTC SAN DIEGO CA.
This announcement uses the Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense to recruit and appoint qualified candidates to certain positions in the competitive service.
Duties
You will serve as primary liaison between military member and other agencies.
You will counsel military personnel being processed through the Disability Evaluation System (DES) on their rights, benefits, privileges and obliations.
You will coordinate evaluation appointments, assists in preparing appeals, rebuttals and assignment of service member's legal counsel.
You will provide information to various agencies on the status of all activities under his/her case workload (e.g. Medical Evaluation Board/Physical Evaluation Board (MEB/PEB) processing and Line of Duty (LOD) management.
Requirements

- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
- You will be required to successfully complete a pre-appointment physical examination.
- This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
For GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Utilizing Department of Defense Instruction (DoD), Secretary of the Navy Instruction, DES policy, guidelines, processes and procedures sufficient to serve as technical authority for Disability Evaluation System (DES) program.
Utilizing time management principles, assessment skills and techniques in order to evaluate the full scope of problems associated with providing high quality care and support to beneficiaries in the most efficient manner.
Utilizing Hospital Administration and Hospital Systems, Military customs and chain of command, as well as knowledge of the policies, regulations and directives applicable to the Military Health Systems (MHS) electronic health records, i.e. AHLTA, CHCS, MHS Genesis, etc. in order to process and track cases, analyze performance against established metrics and ensure accuracy and timeliness of processing cases.
Utilizing retirement system to perform the full range of DES and TDRL processing.
Utilizing pertinent laws, regulations, policies and precedents related to the DES and the administrative operations of the organization sufficient to ensure internal policies and procedures are updated and aligned with governing policy.
Prioritizing and completing work interest that are all high priority and establish work flow methods and procedurees.
Applying complex fact-finding, analytical and investigative techniques to gather factual information to determine the appropriate treatment of matters as they apply to moderately complex benefits and issues of service members and retirees.
Utilizing healthcare delivery system and most current classification system for International Classification of Diseases (ICD), medical terminology, human anatomy and physiology, procedures, major diseases and injuries, military and civilian medical organizational structure and practices sufficient to analyze records, perform research and to ensure accuracy of records.
Utilizing techniques under Veterans Affairs Schedule of Rating Disabilities (VASRD).
Utilizing operational principle of all standard office equipment such as desktop computers, typewriter, fax, scanner, printers, office copiers and data transcribing procedures.
Utilizing policies and procedures of the Health Insurance and Portability and Accountability Act (HIPAA), Freedom of Information Act, Privacy Act and directives issued by competent authorities in order to ensure confidentiality of information.
Oral and written communication sufficient to prepare and present findings using Microsoft Office Suite proficiently.

Master's Degree
OR
2 full years of progressively higher level graduate education leading to such a degree
OR
LL.B. or J.D. that is related to the position being filled
