This position is located in the Health Resources and Services Administration, Bureau of Health Workforce, Executive Office, Workforce Administrative Team. The duty location for this position is in Rockville, MD.

Duties
This position is a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives.
Major Duties
As an Administrative Officer, you will plan, organize, guide, and control a variety of administrative programs in the following administrative areas:
Human Resources
Advising program staff regarding appropriate authorities and mechanisms for employments and resolves controversial situations.
Providing orientation, guidance, and as needed training to program staff on human resource rules, regulations, policies, and procedures related to Civil Service, Excepted Service and Commissioned Corps.
Administration and Advisory Services
Consulting with management to prepare detailed plans, objectives, requirements, and criteria for complex of high value management processes and systems to include developing staffing standards for new or substantially altered program functions.
Time and Attendance
Serving as a Point of Contact for the time keeping system and oversees other timekeepers in the proper use of the program.
Responsible for verifying transmission of all time/payroll data.
Travel
Interpreting policies and procedures concerning all aspect of travel and reimbursement for travel expenses for all orders and vouchers within the employee's assigned areas.
Coordinating the preparation of travel orders and takes necessary action to resolve travel problems.

Requirements
- U. S. Citizenship is required.
- All qualifications and time-in-grade requirements must be met by the closing date of the announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.
- Males ages 18 through 25 must be registered with the Selective Service.
- PHS Commissioned Corps applicants must submit current personnel orders.
- A one year probationary period may be required.
- Employment is subject to the successful completion of the pre-appointment process (i.e., background investigation, verification of qualifications and job requirements, completion of onboarding forms, submission of required documents, etc.)

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
GS-12: In order to qualify for this position at the GS-12 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service.
Examples of the minimum qualifying specialized experience equal to the GS-11 level include the following types of tasks performed on a regular and recurring basis:
Providing administrative and technical support services that are in compliance with federal regulations and guidance in core administrative areas such as human resources, finance, contracting, travel, property management, or time and attendance.
OR
Tracking, extracting, and analyzing programmatic information such as human capital, financial/budget, time and attendance, travel, training etc., to provide data and metrics to management to use in decision making.
GS-13: In order to qualify for this position at the GS-13 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service.
Examples of the minimum qualifying specialized experience equal to the GS-12 level include the following types of tasks performed on a regular and recurring basis:
Collecting and analyzing data to identify problem areas in administration and management processes, procedures, workflow, etc., and develop written recommendations for viable solutions;
OR
Providing advice and guidance to managers in various Federal human resources areas such as position management, recruitment, employee development and training, and conflict resolution.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

A competency is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions.
ADMINISTRATION AND MANAGEMENT - Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.
MANAGEMENT ANALYSIS - Conducts research and solves organizational inefficiencies to increase the effectiveness of the organization.
HUMAN RESOURCES ADVISER - Applies knowledge of human resource policies & procedures (e.g., Title 5, Title 42, Title 38, Senior Executive Service, hiring authorities, etc. ) to advise and assist managers in staffing, position management, compensation, etc.
