The Supervisory Medical Administration Specialist, GS-301-11, serves as Chief, Ambulatory Care Section of Health Administration Service and is considered a Section Chief. The Chief, Ambulatory Care is responsible for approximately 120 employees assigned to the Ambulatory Care section that provides administrative and technical supervision to the section staff through subordinate Supervisory Medical Support Assistants.

Duties

Incumbent operates under delegated authority with the independence to develop the Section and programs accordingly to the changes occurring within the scope of Ambulatory Care Section. Within a framework of priorities, funding, and overall project objectives (e.g., cost reduction, improved effectiveness and efficiency, better workload distribution, or implementation of new work methods), the incumbent and subordinate Health Administration Service supervisors develop a mutually acceptable project plan which typically includes identification of the work to be done, the scope of the project, and deadlines for its completion. Serves as a key figure in the coordination of matters pertaining to the outpatient clinic administration with the Chief of HAS and other members of the professional and administrative staff. Serves as a committee member and a task force member to committees involving the ambulatory care services. Responsible for evaluating the effectiveness of the accomplishments toward the mission and goals of the medical center, where program responsibility has been delegated to the section supervisor. Performs any other related administrative and technical assignments necessary to achieve the goals of the service and 2 section. Responsible for planning, developing, coordinating, implementing, evaluating, and reporting on plans and procedures required to meet the administrative activities and programs within the sections; outpatient clinical administration, call center management, outpatient scheduling, program data application, and ICB capture. Prepares formal requests and recommendation for promotions, reassignments, and other status changes or recognitions. Formulates training plans for assigned employees, conducts informal training to broaden employee skills and to provide backup skills by cross training; recommends more formal training courses. Responsible for assuring procedures are compliant with standards established by the Department of Veteran Affairs (VA) and Joint Commission; assuring all workload credit is captured in a timely manner. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/30/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GA-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in establishing performance standards and evaluates the performance of subordinate supervisors, makes determinations on grievances, recommends training and approves leave of subordinate supervisors. Hearing grievances as second level supervisor, reviews. Experience in recommendations for hiring, promotion, and adverse actions made by subordinate supervisors, and supports and implements established Equal, Employment Opportunity policies and programs. Assigning work to employees or to units or assigns employees to positions based on a selective consideration of such factors as difficulty and requirements of assignments, availability, capability, and special qualifications of employees and other resources available. Experience and expert skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions (i.e., internal activities or functions such as supply, budget, procurement, or personnel, which serve to facilitate line or program operations). Includes comprehensive. knowledge of pertinent laws, regulations, policies, and precedents that affect the use of program and related support resources (people, money, or equipment) in the area studied. Projects and studies typically require knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization. Knowledge is used to plan, schedule, and conduct projects and studies to evaluate and implement ways to improve the effectiveness and efficiency of work operations in a program or support setting. The assignments require knowledge and skill in adapting analytical techniques and evaluation criteria to measure and improve program effectiveness and/or organizational productivity. Knowledge is applied in developing new or modified work methods, organizational structures, records and files, management processes, staffing patterns, procedures for administering program services, guidelines and procedures, and automating work processes for the conduct of administrative support functions or program operations. Knowledge may also be applied in analyzing and making recommendations concerning the centralization or decentralization of operations. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond.
