About the Position: as a Budget Analyst is located at HQ, SFAC, Office of The Commanding General, Fort Liberty, NC. Fort Liberty is a culturally diverse area with rural and city populations, co-located at Fayetteville, NC centrally located in the beautiful state of North Carolina, which enjoys a temperate year-round climate and world-renowned colleges and universities. Fayetteville is centrally located between the beautiful beaches of North Carolina and the scenic Blue Ridge and Smoky Mountains.

Duties

Advises budget office on the status and availability of funds in different budget accounts and all aspects of the command and installation budget process which apply to their programs. Utilizes budget automated systems to perform budget administration functions in the execution of an annual appropriated fund budget for a unit or activity. Performs in-depth, analysis of budget requests, such as cost-benefit analysis, program trade-offs, and exploring alternative methods of funding. Evaluates the effect of cost and program changes on the budget execution process for assigned accounts Determines the propriety and cost effectiveness of funding requests

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • Must obtain and maintain Financial Management Certification Level 2 within two years of appointment
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Specialized Experience: One year of specialized experience which includes: preparing and presenting multiple budget and financial management reports of serviced activities; performing budget analysis for an organization; utilizing financial systems to research and analyze organizations budget. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting or Finance Management. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
