Duties

Serve as an Analyst for Audit Remediation and Sustainment, responsible for ensuring business processes are auditable from a financial statement audit perspective. Serve as a generator of Military Interdepartmental Purchase Requests (MIPR), Purchase Orders, and other supporting financial documents. Serve as an Accountable Receipting Officer (ARO) to provide review and acceptance of invoices and posting Goods Receipts. Exercise due diligence in the management of processes and internal controls within DLA Strategic Materials comply with DLA Enterprise Business Cycles (EBCs). Document process gaps and help identify internal controls that aide in mitigating risk in accordance with Office of Management and Budget (OMB) Circular A-123,... ...Federal Managers' Financial Integrity Act (FMFIA) of 1982, Federal Information Systems Controls Audit Manual (FISCAM), and DLA guidance. Coordinate and participate in the collection of evidential matter to respond to Independent Public Accountant (IPA) requests, (e.g., provided by client (PBC) requests; Notice of Findings and Recommendations (NFRs), Corrective Action Plans (CAPs). Develop and update process cycle memorandums (PCMs) and perform testing to improve the accountability and effectiveness of operational programs. Collaborate across DLA to achieve effective and efficient business processes through the performance of compliance reviews associated with the financial statement audit. Serve as a government small purchase credit card holder and backup Timekeeper for the Directorate.

Qualifications

To qualify for a Program Analyst, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Knowledge and experience in supporting audit readiness and audit sustainment for a broad range of operational and financial accounting practices Documents business cycle processes and developing internal control test plans. Collecting and preparing evidential matter for submission to support Provide by Client (PBC) audit requests accurately, completely, and timely-often on short suspense. Identifying audit remediation and sustainment issues and assisting in developing recommendations to resolve problems impacting effectiveness and efficiency of work operations. Developing plans, goals, or objectives for administration of the audit remediation and sustainment program and the assessment of compliance with applicable DLA/DoD/Federal regulations. Working with subject matter experts (SME) to develop and/or implement recommendations for process improvements. Conducting annual internal control testing in accordance with OMB Circular A-123, Management's Responsibility for Enterprise Risk Management and Internal Control. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
