About the Position: Winchester, a city of 30,000, is located in the beautiful Shenandoah Valley 70 miles northwest of Washington, DC. Selection may be made at either the GS-11 or GS-12 grade.

Duties

Incumbent will guide managers in making the most effective workforce management program decisions that support the values and behaviors of the USACE Strategic Vision. Advise District personnel on a variety of substantive procedural and policy matters on a broad range of civilian workforce management functions. Review organizational requirements and/or conduct studies relating to factors such as turnover, mission, and technology to identify staffing trends, anticipated vacancies, retention deficiencies. Perform an in-depth review of ongoing personnel actions and alert the submitting official to proposed actions that may need to be reconsidered or revised. Coordinate administrative requirements to monitor and track requirements for DPMAP performance evaluations. Coordinate workforce actions within the District and assure adequate justification is provided on personnel and position actions requests.

GS-11 Specialized Experience: One year of specialized experience which includes participating in data collection and fact finding to assist with corrective action plans to resolve issues; utilizing personal computer software applications, such as presentations, spreadsheet, project management, and word processing and basic database applications; and assisting to support leadership with personnel actions and other employee benefits questions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. [remove LL.M., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: [insert applicable field(s) of study]. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12 level Specialized Experience: One year of specialized experience which includes developing effective workforce management support to advise managers for the district; reviewing numerous reports to include tracking of personnel actions and status of hiring actions to provide regular updates; and analyzing complex problems to create action plans for corrective action; recommending process improvements to improve efficiency. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
