Duties
Exercise supervisory responsibilities for military, civilian, and contractor personnel assigned to USACE Aviation Program Office in accordance with HECSA Commander guidance in diverse geographic locations.
Responsible for supporting operational requirements of the USACE enterprise, and training/certification requirements for all UAS operators and Government Flight Representative (GFR) support to the USACE enterprise.
Serve as the USACE aviation subject matter expert for Non-Standard, Non-Tactical (NSTS) commercial off the shelf (COTS) UAS systems.
Represents USACE Aviation in Army and National-level airspace committees to influence rules and regulations concerning Public Aircraft Operations in the National Airspace System.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Supervisory Probationary Period: If you are selected for this position, you will be required to serve a one year supervisory/managerial probationary period if one has not previously been completed.
- Incumbent must complete the Defense Contract Management Agency (DCMA) GFR Certification Course upon initial position assignment and every five years thereafter.

In order to qualify, you must meet the experience requirements described below. Specialized Experience:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service which includes: 1) Conducting staff analysis and regulatory interpretation for both Public and Civil Aircraft Operations; 2) Directing a complex administrative program involved in determining the plans, operations, and utilization of crewed and uncrewed aircraft in support of local, national, and strategic objectives; 3) Assisting the Support Activity Commander in strategic, operation, and day-to-day fixed wing and Unscrewed Aerial Systems (UAS) operations for the enterprise-wide aviation community; AND 4) Assisting high level program officials and staff personnel in the development of overall goals and objectives for the assigned staff functions.
Desired candidate will possess (current or previously) U.S. Military Officer Rated Pilot. Proof of current or previous experience as a U.S. Military Officer Rated Pilot will be documented via submitting a DD214 indicating "Pilot" or "Aviator" or other description as an U.S. Military Officer Rated Pilot. "Rated" refers to aeronautical ratings as authorized by Title 10, U.S.C.
Resume should clearly state previous experience as a U.S. Military Officer Rated Pilot and proof of documentation.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
