You will serve as a Program Manager in the Directorate Ship Management Fleet Support & Special Mission Ships (RM2) of MILITARY SEALIFT COMMAND.
Duties
You will serve as Project Officer for Special Mission requirements.
You will serve as the bridge between the MSC and its Fleet Support and Special Mission customers and sponsors.
You will establish performance requirements, reporting guidelines and performance analysis.
You will develop initial and revised manning estimates and justification for submission to COMSC/RM2.
You will develop strategic plans and policies, including long-range programs plans, goals, objectives, key performance parameters and milestones.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
For GS-14: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate the following:
Experience implementing program management principles, commercial vessel standards (ABS/USCG),
Experience executing financial management principles, PPB&E processes, POM submittals, DON new ship acquisition process, and MSC Combat Logistics Force (CLF).
Experience managing Life Cycle, Force Generation models and analysis.
Experience assembling and briefing high level programmatic reviews to Flag/SES.
Experience leading complex cross functional teams to impact future requirements.
