You will serve as a Supervisory Program Manager in the Directorate Ship Management Prepositioning Ships (PM3) of MILITARY SEALIFT COMMAND.

Duties

You will serve as the MP3 Program Manager. You will establish metrics and analysis systems. You will evaluate requirements for additional resources to identify changes in organizational priorities. You will ensure effective use of organization resources to achieve organizational goals and objectives.

Requirements

  • Must be determined suitable for federal employment.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

For GS-15:Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience managing an execution year operating budget. Experience developing future year budget requirements including POM issue papers. Experience administering and providing oversight on ship Operating Contracts. Experience developing PWS, solicit and award Operating Contracts Experience managing a staff, including developing work plans, providing mentoring, providing guidance, leadership and professional development. Experience work with high level staffs outside of MSC representing other DoD interests. Experience presenting high level briefs for Senior Executives and Flag Officers. Experience coordinating with MSC Functional Directorates to support services to assigned ships.
