This position is located in the Intake and Processing Division of the Office of the Secretary, who are responsible for processing all staff recommendations, civil investigative demands and subpoenas, motions, and votes; validating, preserving, and publishing all Commission-approved documents, including the publication of documents to the Commission's website, www.ftc.gov; coordinating Commission meetings; and creating official and staff minutes recording Commission deliberations and decisions.

Duties

If you are selected for this position, you will perform the following duties: Ensure the accuracy, reliability, and integrity of the Commission's official records of staff recommendations and Commission assignments, circulations, and votes. Evaluate the effectiveness of intake and processing operations and workflow and make recommendations based on findings. Compile workload and status reports relating to scope of records in agency's custody. Conduct independent research projects and synthesizes information and/or data derived from such projects into reports or internal memoranda. Coordinate the finalization, approval, and preservation of Sunshine Act meetings of the Commission. Certify the authenticity of official Commission records for outside agencies, courts, and individuals. Research historical Commission decisions for internal staff and outside agencies, courts, and individuals. Research unpublished Commission policies and procedures. Respond to requests for information pursuant to the Freedom of Information Act (FOIA). Address requests for concurrence in identifying FOIA-exempt information, in consultation with Secretary/Acting Secretary. Evaluate and otherwise analyze the efficiency and effectiveness of validation efforts in accordance with NARA regulations and make recommendations based on findings. Develop comprehensive processes and strategies to audit the preservation of the Commission's official records. Direct the development of priorities, goals, objectives, and performance metrics and coordinate the allocation of resources associated with validating the preservation of official Commission documents.

Qualifications

To qualify for a Legal Administrative Specialist at the GS-09 level, you must meet the following requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-07 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: reviewing, accepting or rejecting legal documents before uploading and preserving documents into content management databases, conducting complex legal and relevant industry research, analyzing large volumes of documents and data; initiating and composing standardized documents routinely needed for specific actions; performing preliminary screening of staff recommendations prior to review by Commissioners and their Attorney Advisors, ensuring that recommendations follow procedures, and that any delegation of authority is proper; analyzing staff recommendations and Commission circulations; advising legal staff of activity that may affect the investigation or litigation at issue; processing compulsory process documents by checking them for required information, determining whether any adjustment is necessary, and routing the assembled material to the Commissioners' offices for review; Or have completed a Master's or equivalent graduate degree; or have 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or J.D., if related; Or, have a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

If you qualify on the basis of education in lieu of experience, you must submit a copy of your transcripts. All materials must be submitted by the closing date of the announcement. If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
