About the Position: Serves as the Information Technology (IT) Specialist (SYSADMIN) for the U.S. Army Installation Management Command (IMCOM), US Army Garrison Detroit Arsenal.
Duties
Participate in Garrison-wide IT management activities that include strategic planning, capital planning and investment control, IT governance, policy and standards development, IT acquisitions and budget, knowledge management and IT auditing.
Develop and maintains strategic plans, assessing policy needs and developing policies to govern IT activities.
Provide policy guidance to IT management, staff, and customers to define current and future business environments.
Prepare IT budgets and manage all IT inventory.
Conduct audits of IT programs and projects and/or ensuring the rigorous application of information security/ information assurance policies, principles, and practices in the delivery of planning and management services.
Coordinate with Garrison and Headquarters IT Management on the development of the Long-Range Information Technology Plan.
Provide policy guidance to IT Management, Staff, and Customers.
Prepare Agency level IT investment planning budgets and manages IT investment portfolios.
Negotiate with senior level officials to create buy-in for agency positions on key government wide CPIC/governance policy initiatives.
Develop long- and short-range strategies and prepare annual plans.
Requirements

BASIC REQUIREMENT: You must possess IT related experience that demonstrates each of the four competencies necessary to perform IT Specialist (SYSADMIN) Work at the GS-12 and/or GS-13 grade level or equivalent in the Federal Service:
IT-related experience demonstrating each of the four competencies as defined:
(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
(2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services;
(3) Oral Communication - Express information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately;
(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
SPECIALIZED EXPERIENCE AT THE GS-12: I have one year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes: 1) Interpreting IT policies, standards, and guidelines to provide advice and guidance on a variety of IT issues, 2) Evaluating proposals for the acquisition of IT products or services, 3) Evaluating and recommending new or enhanced approaches to delivering IT services, and 4) Applying organizational policy and planning processes to capital investment planning.
SPECIALIZED EXPERIENCE AT THE GS-13: I have one year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes: 1) Independently ensure IT project/system adherence to regulations and governance policies, 2) Generate IT security performance measures, monitoring achievements, reporting variances, responding to data calls, and conducting briefings, 3) Lead IT analysis, planning, establishment of IT security requirements, and other related business, management, and technical duties, and 4) Identify IT security risks and issues and providing recommendations for mitigation or resolution.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11/GS-12 RESPECTIVELY).
