This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Business and Technical Engineering Management. About the Position: This vacancy exists within the office of the PEO CS&CSS. Positions will be specifically located in the PEO CS&CSS. However, the referral list generated by this announcement may be used to fill future vacancies in the PEO CS&CSS & PEO GCS, with duty location at Warren, MI and/or Selfridge, MI.

Duties

Utilize information management and technology processes and related guidelines, policies and procedures in order to develop an effective and efficient integrated data environment for the organization. Leadership Experience (direct/guide, lead teams, Integrated Project Teams (IPTs), special projects, high profile, approval authority, decision maker, staff actions, results oriented). Collaboration and building coalitions: partnering, all levels, including organizational leaders and stakeholders. Managing Organizational Projects. Delivering stable, reliable technology products in an effective, cost-efficient manner. Ability to present information/decision-type briefings related to areas of responsibility to all levels of management and higher.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectees must meet position requirements for certification at Level 2 (Practitioner) in the Acquisition Career Field - Program Management within 60 months of entrance on duty.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • This position requires submission of a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This is a Critical Acquisition Position (CAP)./Key Leadership Position
  • This position requires a 3-year tenure agreement. Must sign DD Form 2889 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.

Qualifications

To qualify based on your experience, you must have IT-related experience demonstrating each of the four competencies: 1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. and In addition to the four competencies, your resume must describe at least one year of experience at the NH-03 level which prepared you to do the work in this job. Specialized experience is defined as 1) Analyze organizational policies or procedures to increase productivity; 2) Monitor organization technology activities to identify areas of improvement; 3) Develop strategic goals to improve organization or individual performance and 4) Recommend solution to technology issues to improve customer support The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 or GS-13 equivalent.
