About the Position: Serves as Accountant and technical advisor performing professional accounting work. Provides professional management accounting advice and recommendations to major Army command (MACOM) and major subordinate command (MSC) managers regarding problems found in current and future operational efficiency.
This is a developmental position with full performance at the GS-12 level.
Duties
• Interprets financial management policy and provides guidance to staff elements, to include revising and publishing MACOM Financial Management directives and procedures.
• Reviews and analyzes independently financial reports from GFEBS, PBAS, ODS or external reports for direct supervisors, leadership, and the Army Audit.
• Provides technical advice on various financial matters and assists in documentation of results in narrative form with comprehensive conclusions and recommendations.
• Identifies, monitors, and reports trends in the Financial Management System.
Requirements

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement: Accountant
A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
In addition to meeting one of the requirement(s) above, applicants must also meet the specialized experience below:
Specialized Experience GS-11: One year of specialized experience which includes 1. Analyzing financial accounting records or reports to identify and resolve accounting discrepancies; 2. Developing reports utilizing automated accounting systems to aid program managers in appropriate use of government resources; and 3. Utilizing an automated system such as General Fund Enterprise System (GFEBS) or similar System, to input and/or retrieve data for the organization. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level
graduate education leading to such a degree in a field which demonstrates the knowledge,
skills, and abilities necessary to do the work of the position, such as: Accounting, Business Administration, Finance, or Public Administration.
OR
Combination of Education and Experience: A combination of education and experience may be
used to qualify for this position as long as the computed percentage of the requirements is at
least 100%. To compute the percentage of the requirements, divide your total months of
experience by 12. Then divide the total number of completed graduate semester hours (or
equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the
two percentages.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
Specialized Experience GS-12: One year of specialized experience which includes1. Interpreting financial management policy to provide guidance to leadership; 2. Monitoring financial management and accounting to ensure systems produce accurate results and meets legal requirements; and 3. applying analytical and evaluative methods and techniques to identify discrepancies resulting from system interfaces. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
